Solution

Following are some easy steps to solve this type of error for All Dell Laptops..

Step 1 

Take a Digital Volt Meter and Check whether Charger is Giving 19.123.. some volts
it is important point i.e charger which is powering up a laptop should must show 19.4..5..6 volts As
Output... The outer shell of Cable is Negative and inner shell (Not Inner Pin) is Positive

Step 2

Check that inner Pin is showing some volts or not..
here you should be very careful because problem Must BE HERE in this Pin because it is sensing Pin which Connects the dell laptop and charger in compatibility mode and starts charging
Below is a description of Points...Observe it carefully

For a working Charger which is compatible with dell laptops Outer shell and Inner pin potential difference should b 0.1..2..3..4..5 volts
For genuine charger it is some millivolt and for New and High copy chargers there must be round about of 0.5 Volts
It is also shown in figures below ...

Step 3

Disconnect your cable from charger using soldering iron and check all wires via Ohm meter if these are working or not...for above problem only check inner pin connection with its wire ..

Q= Is it showing some resistance?

Q=  Is meter  behaving like normal unplugged cables?

Step 4

You are about to complete your fault tracing process and now it is time to solve your problem ..
Replace this cable by new one

Step 5

Connect your new cable with charger but be careful you have to connect cable -ve to charger -ve and +ve to charger +ve and inner pin to charger sensor point as in figure above...

Step 6

Now connect your charger lead to laptop and power it up...and now see the result as a working and compatible dell charger will show 2 to 3.5 volts with inner pin after plugging in and powering up...see fig. below...

Now check your Laptop it is working 100% fine
Battery is charging without any error
